Manx Care Management Roles Under Scrutiny: A 60% Reduction Proposed
The Isle of Man Medical Society (IOMMS) has called for a significant reduction in management roles at Manx Care, aiming for a 60% cut. This proposal, part of a detailed response to an independent review, suggests redirecting the freed-up resources towards 'clinical and clinical support' roles. The review examined the relationship between the government's Department of Health and Social Care (DHSC) and Manx Care.
The medical society initially expressed concerns about governance weaknesses in the healthcare organisation, stating that the current model is 'not fit for purpose'. They have now proposed radical changes to governance, focusing on clinical leadership, transparency, and accountability within Manx Care. The proposed changes include:
- Reorganising the Manx Care Board: Electing the chair and vice-chair from the House of Keys and ensuring a majority of non-executive members are island residents.
- Establishing a Professional Executive Committee (PEC): A statutory body with clinical and operational expertise, elected by frontline professionals, to contribute to planning, quality, and service redesign.
- Subcommittees: Focusing on quality and safety, workforce and culture, finance and resources, and innovation.
- Quarterly Reports: The PEC would provide reports to the Board, covering performance, risks, cultural indicators, and operational issues.
The IOMMS believes these measures will improve organisational culture and ensure safe, effective care. However, the changes require amendments to the Manx Care Act 2021. The society is eager to collaborate with the Isle of Man Government to strengthen public confidence and enhance patient outcomes.
